Priest Shabalin of Sitka requested the Bishop's permission to unite in marriage

an American citizen Peterson and a creole girl, Ephrosinia Vasiliev. By the

Bishop's advice the Consistory informed Shabalin that the marriage could not be

performed becaause:



    a. The girl was not of age.



    b. Even if she were of age, she had to have the consent of her parents.



    c. The signatures of two unofficial witnesses testifying to the singleness

       of the bride- and groom-to-be are not sufficient.



    d. Citizens of the United States must have marriage licenses from their

       authorities.
