8:  "NAMED FORT LISCUM -- By direction of President McKinley the new military 
post at Port Valdez, Alaska will here after be known as Fort Liscum, in honor 
of Colonel E. H. Liscum, Ninth United States infantry, who was killed while 
gallantly leading his regiment at the battle of Tien Tsin, China, on July 13, 
last."
