He was the grandson of William and Elizabeth (Sutton) Garner, who came from North Carolina to Dale County, and of Matthew C. and Mary (Garner) Barbour, Who resided near Raleigh, North Carolina He was educated in the common schools of Dale County. He was reared as a farmer, but in 1873 went into the mercantile business in Ozark, and in 1898 entered the business of banking as the President of the Ozark City Bank. In addition to serving as Mayor for three terms, he was an orginal member of the school Board; was a member of the Alabama Legislature in 1898-1899 and 1900- 1901, and in 1907''was elected to fill the unexpired term of Representative Henry B. Steagall, Sr. He was a Democrat, a Methodist, and a Mason. On January 9, 1879, he married Mary E. Carroll, daughter of Willis and Margie (Bames) Carroll. They had three sons, Carroll, Ralph, and William, Jr, and two daughters, Allie and Susie. He died December 10, 1911,in Montgomery, Alabama. William Garner is an outstanding figure in the history of Ozark in that he built the first brick store in town in 1888 on the site where he later constructed the Ozark City Bank, which he helped to organize in 1902. This building still stands at the corner of Broad St. and Union Ave. Additional Comments: After William Garner, the paper has W.E. Mauldin 1888, no Bio or Picture.
