Garner, Sr,, born August 9, 1885, in Dale County, was the son of William and Mary (Carroll) Garner. His grandparents were Wiley S. and Dicey Ann Garner and Willis and Maggie Carroll. He attended the Ozark City Schools and the University of Alabama. He was appointed the first licensed bank examiner in the state of Alabama, and was With the State Banking Department when it was organized. He also served as second vicepresident of the Ozark City Bank. He was a member of the First Methodist Church, a Mason, a Shriner, and a Knight Templar. He and Mr. R. L. Towles had the first Ford dealership in Dale and Henry counties, located on the present site of Barkett's Stores. On December 20,1916, he married Emmette Matthews, daughter of Dr. and Mrs Emmett Matthews of Clanton, Alabama, He was the father of two sons, Ralph Jr., and William.
