One of the best known and most highly esteemed citizens of Perry is James 
Francis Bailey.  He was born in Wilkes county, Georgia, in 1810, and came with 
his parents to this county in 1823.  Obtaining his education chiefly by his own 
exertions, he was graduated at the State University in 1834.  He remained there 
as preceptor a year to obtain means to obtain a law course at the University of 
Virginia.  Locating to engage in the practice in 1837 at Marion, he was for 
seven years associated with the late John N. Walthall, esq.  He represented the 
county in the legislature in 1847; and was elected judge of the county court 
during that session.  From 1850 to 1865 he was judge of the probate court, and 
was only displaced by the adverse results of the war.  A member of the 
constitutional convention of 1861, he was the only one that voted for the 
ordinance of secession who was re-elected to the convention of 1865.  He is now 
a practicing attorney at Marion.  As a scholar, he is learned in one or more of 
the abstruse sciences, including meteorology, and is otherwise extensively 
informed.  One of the most honorable, exemplary, and amiable of men, he is 
respected and admired for many virtues.

Additional Comments:
James F. Bailey married Ellen Amanda Moseley on December 10, 1849 in Perry 
County.  The 1850 US Census, Perry County shows J. F. Bailey, a judge, age 40, 
with his wife, Ellen A. Bailey, age 20; he born in Georgia, she in Alabama.
