It is buffered up against Valley Hill Memorial Cemetery and the two cemeteries are separated by a fence. Do not enter the cemetery off of Hwy 231, but take Hwy 34 just before you get to Valley Hill Memorial. Look for the entrance to Valley Hill Cemetery soon after you get on Hwy 34. The Valley Hill Cemetery was established in 1924. This cemetery is one long oval shaped block surrounded by four small perimeter sections. The inscriptions will begin on the perimeters and will be labeled in sections one through four. Section one will begin in the farthest back section from right to left and section four will be the section along the fenced area that separate Valley Hill Memorial Cemetery and the Old Valley Hill Cemetery. The large oval area in the middle of the cemetery will start on the same end as section one. It will be transcribed in width toward the other end of the oval that separate section four. He also served several terms on the city council, was a member of the St. Clair County Court of County Commissioners for two terms and while in this office was instrumental in building some of the first roads in this county, was at one time the Republican candidate for lt. Governor of Alabama. He was a native of Charleston, S.C., a member of one of the oldest families in the nation. Born just after the outbreak of the Civil War, he lived as a youth during the terrible reconstruction days in the hot bed of the Confederate States. Known as the Father of Pell City, Mr. Cogswell first visited this town in 1890 and secured a short option on what is now Pell City and brought a group of people here and sold the property at auction. He went back to his insurance business in Charleston, was back here in 1901 and found the city dead after the expiration of a short boom. He re-bought from a Boston firm controlled by the late Louis D. Brandies, a former Justice of the United States Supreme Court. He established residence here in that year. Setting out to build a city, he organized the Pell City Manufacturing Company, now the Avondale Mills, established the Bank of St. Clair County, now the Union State Bank, and induced business men to settle here. He was the first elected Mayor in 1903.
