Barclay, of Wheeler, Ala., to be United States consul general to Tangiers. Mr. Barclay will fill the place his great-grandfather filled in 1786, when, in connection with Commodore Decatur, he made the famous treaty between the United States and the Barbary powers. The elder Barclay was a Virginian and a great friend of Presidents Washington and Jefferson. Mr. Barclay has all of the papers relating to his ancestor’s mission. They are one hundred and six years old, but are in good state of preservation, and are legible. George Washington’s name is signed as president, and that of Thomas Jefferson as secretary of state. Among the papers are the original commission to the elder Barclay, the original of the Arabic treaty made by Barclay and a passport from King Louis, of France. A rare seal of the United States is affixed to the commission. There are also private commendatory letters from Thomas Jefferson. Mr. John J. Barclay is familiar with Tangiers and the country to which he goes. His father spent many years in Jerusalem, and while there wrote “The City of the Great King.” Mr. Barclay, Jr., learned Greek, Arabic and French while a child, and speaks them all fluently. His father was, during Buchanan’s administration, United States consul and also, for a time, Russian consul to the island of Cypress. Mr. Barclay was born in Virginia, and says he supposes he owes his appointment to hereditary right. He is now fifty-eight years old.
