Fulton was born to William F Fulton and Elizabeth Dial on Farview, the family plantation in Sumter County Alabama. He had an unevetful youth always influenced by the strict Scottish Presbyterian doctrines. He was a senior at Oglethorpe University when the " Drums of War " beckoned. As he describes it in his book " Family Record and War Reminseces", " I ran away from the classic halls of the old institution to join a company in my native county." This became the North Sumter Rifles, otganized in Gainesville, AL. Of the original 110+ volunteers who made up North Sumter Rifles, Only Mr. Fulton survived to go home. During the course of The War, Mr. Fulton saw action at Manassas, Mechanicsville, Cold Harbor, Cedar Run and the second Manassas, Harper's Ferry and Fredericksburg. He also was involved at Chancellorsville, Gettysburg. He was commisioned a Second Lieutenant during this time. After a furlough at home, he was further engaged at tge Wilderness and again at Cold Harbor. Then he went ionto camp at Petersburg from which theyb retreated to Appomattox. The surrender came on 10 April 1865. After this event he and a few men began the long walk home. He arrived back at home to see a compltely changed world. After the war, he taught school for a few months then joined an old comrade and started a mercantile venture in Pickens Co. Al. It was not very successful and he went to Texas to join a brother on a farm originally bought by his father nbefore The War. This venture was not saltisfactory for him and he returned to Alabama where he wed Mary Brown Hudson on September 6, 1866. That fall he again taught school but soon returned to farming which he continued until his death.
