He was an employee of Banquet Foods & a Pentecost. Survivors are his wife, Mrs. Mildred Clark Wackerly of the home; 2 daughters, Mrs. Shirley Floyd of North Little Rock & Mrs. Mary Miller of Paragould; his mother, Mrs. Irene Wackerly of North Little Rock; a brother, George Wackerly of Judsonia; 5 sisters, Mrs. Oleta Creech of Hutchison, Mrs. Geraldine Sontag, Mrs. Monnie Bowen & Mrs. Lavon Gentry, all of Little Rock, & Mrs. Jane Thompson of North Little Rock; 4 grandchildren; & 2 great-grandchildren. Funeral services were to begin today at 2 p.m. at the Allen Chapel Free Will Baptist Church with the Rev. Jim Dillard & Dewayne Roper officiating. Burial was to be in the Kyler Cemetery near Huff, under the direction of the Davies Batesville Funeral Home. Born in Rosie, he was the son of Robert Lewis & Bessie Mabel Young Tucker. He was a retired farmer & a former Independence County tax collector. He was a member of the First Baptist Church of Batesville & of the Masonic Lodge. Survivors include a daughter, Janice Jones of Batesville; 6 brothers, Morris Tucker of Steelville, MO, Ernest Tucker, Clarence Tucker & Gerald Tucker, all of Oil Trough, Bobby Joe Tucker of Flint, Michigan, & Mack Tucker of Independence, MO; a sister, Nadine Burge of Batesville; 3 grandchildren, Terry Lambert, Deborah Easley, & Tim Jones; & 4 great-grandchildren. She was a homemaker & a charter member of the First Church of Nazarene in Batesville. She is survived by a son, Billy Rex Jobe of Batesville; a daughter, Annette Jobe of Tulsa, Okla.; & 2 grandchildren, Melissa Jobe Garner of Biloxi, Miss., & Tony Cole Caterine of Tulsa. Funeral services will begin at 2 p.m. Thursday in the First Church of Nazarene with the Rev. Orville Mobley officiating. She was a homemaker & of the Baptist faith. Survivors include her husband, L. B. Sontag of the home; a son, Louis Sontag of Little Rock; a daughter, Cheryl Mullins of Little Rock; her mother, Irene Wackerly of North Little Rock; a brother, George Wackerly of Judsonia; 4 sisters, Oleta Creech of FLoral, Jane Thompson of North Little Rock, Monnie Bowen of Little Rock & LaVon Gentry of Little Rock; & a granddaughter, Kaylea Sontag of Little Rock. Graveside funeral services were scheduled for 3 p.m. today at Wackerly Cemetery with the Rev. William Fleming officiating. Services were under the direction of Davies Batesville Funeral Home. --Batesville Guard/June 10, 1986 Independence County, Arkansas. ----- Former County Official Dies Jess B. Carpenter, 69, of Batesville died Wednesday afternoon in the Baptist Medical Center at Little Rock. Born at Rosie, he served in 3 different elected county offices & one term in the state House of Representatives. His political career began in 1946 when he ran for & won a seat in the state House of Representatives. He served 2 yrs. In 1950 Gov. Sid McMath appointed Carpenter state revenue collector, & he served until April 1952, when the new governor, Francis Cherry, brought in his own man. Carpenter stayed out of politics until 1966, when he ran for county assessor. He was elected & served 4 yrs. with his wife, Lula, as his deputy. In 1970 he moved over to the county clerk's office, where he & his wife served another 4 yrs. During that time he wrote a book on county government. He was elected county judge in 1974 & served in that office for 6 yrs. Amemdment 55 to the state constitution totally changed the county judge's job while Carpenter was in office. The Quorum Court changed from a 35-40 member panel meeting once a year to an 11-member legislative body meeting once a month. When Carpenter retired as county judge at age 67, his polital career didn't end. There was a special election to select someone to complete the unexpired term of Batesville Mayor Peyton Golden in May of 1981, & Carpenter was a candidate. It was one of his few political defeats. Since then, however, he has been active in Democratic Party politics, serving as county chairman for the re-election campaign of Rep. Bill Alexander & as a state officer in the Senior Democrats, a group he helped organize. He was a past president of the BAtesville Civitan Club & a member of the West Baptist Church. Survivors are his wife, Lula Penn Carpenter of the home; 2 sons, Dixie Carpenter of Batesville & Howard Lee Carpenter of Pleasant Plains; 2 daughters, JoAnn Parker of Vacaville, Calif., & Kathleen Knight of Batesville; 2 step-daughters, Evelyn Walters of LIttle Rock & Zayna Conner of Newport; a brother, George Carpenter of Ukiah, Calif.; a sister, Opal Huff of Salado; 15 grandchildren & 3 great-grandchildren. Funeral services will begin at 2 p.m. Friday at the West Baptist Church with the Rev. Leslie Riherd & Ralph Wallis officiating. Burial will be in the Egner Cemetery with arrangements by Crouch Funeral Home of Batesville. Memorials may be made to the Arkansas Heart Fund.
