John C. Fremont of Arizona, in his first message to the Legislature of that Territory, recommends that the Legislature ask the National Government for $500,000 to build roads in the Territory and open up its resources. He reports that there are millions of acres of land in the northern part of Arizona that only need a supply of water to make them valuable for farming and grazing. He believes that artesian wells and a system of drains would make all this section well watered and directs attention to such a measure as encouraging immigration.
