L.H. FOSTER History of Arizona, page 523 In the field of Civil Engineering, few men are better known in the southwest than L.H. Foster, who is now engaged in the practice of his profession and in road contracting at Kingman, Mohave County. He is a native of Los Angeles California where his birth occurred on August 7, 1883 and is a son of H.A. and Olie M. (Wright) Foster. His father, who was a minister of the Methodist Church, died in 1923. Mr. Foster received his educational training in the public schools of Los Angles and then took up the study and practice of Civil Engineering, starting as a government rodman. He quickly acquired a working knowledge of that science and in 1901 was employed as a surveyor by the Los Angeles Railway Company. In 1905 he had charge the construction of the Matthiessen dam in Ventura County California and in the following year engaged in subdivision and hydraulic survey work. In 1907 he was engaged on the surveys connected with the improvement of Los Angeles harbors in which he was engaged until 1910 when he began a series of topographic surveys which engaged his attention for nearly a year. In 1911 Mr. Foster came to Arizona and took charge of the Cotton Land Company of Mohave County to which he devoted his attention until 1915 when he was appointed U.S. Mineral Surveyor for Arizona. From 1917 to 1920 he served as a member of the County board of supervisors and from 1923 to 1927 held the position of County Engineer of Mohave County. On November 11, 1902 Mr. Foster married Stella M. Stonaker, of New York City, and they are the parents of two children, Leona L. and Marjory S.
