Mrs. Wolters was born May 28, 1933 in San Francisco to Harry and Iolanthe Anderson. She attended Cal State San Francisco, earning a teaching degree. Mrs. Windsor is survived by her husband, George Wolters of Tehachapi; sons, Stephen Wolters and wife Cheryl of Arlington, Texas and Timothy Wolters and wife Denise of Culleoka, Tenn.; grandchildren Caleb, Grant, Bethany, Hannah, Rachael and Aaron; and brother, Chester Anderson of Port Angeles, Wash.
