Paul graduated from Taft Union High School in 1956 where he was senior class president and the captain of the football team. He attended Taft College where he developed a reputation as a local boxing champion. He then went on to Adams State College in Alamosa, Colorado, where he earned a Bachelors Degree in Business. Upon graduation, Paul moved back to Taft to work at the familys store until it was destroyed by fire in 1963. Shortly thereafter, he met his wife-to-be, Barbara Baldwin, and they were married in 1965. Paul went on to teach U.S. constitution and history in Bakersfield and Lake Isabella. In the early 1970s, Paul felt a strong calling to spread the gospel and, with his wife and children, traveled around the country sharing the word of God and selling Christian-themed bumper stickers and pamphlets. In the late 1970s, his interests turned to researching income tax law. His research led him to the firm conviction that much of the tax code was unconstitutional which prompted him to start Belanco, an organization dedicated to correcting what he saw as inherent flaws in the I.R.S. and the income tax system. Belanco quickly grew into a large organization with many thousands of members around the United States. Pauls notoriety increased through numerous, high-profile events designed to attract the attention of the media. He is probably best know for his annual, April 15th visits to the Bakersfield I.R.S. offices where - with the press in attendance - he would challenge agents to either arrest him or admit that he was correct in asserting that the current tax laws were not constitutional. Paul also contested a myriad of other law enforcement practices, which he knew to be unconstitutional. Many people didnt agree with Paul's views, but most of those who knew him admired his courage and unwavering conviction to fight for his beliefs. He was preceded in death by his father, Paul Edward Bell, Sr. Paul is survived by his mother, Annetta Bell; sisters, Lynda Brooks and Heather Lema; four children, Tony Chadwell, Laura Kuster, Bryan and Michael Bell; grandchildren, Garret Bell, Allisha Chadwell and Blake Chadwell.
