She passed away with her loving sister, Robin at her side. A celebration of life will held on Saturday, January 14, 2006 at 11:00 a.m. at North Hills Community Church, 823 Day Avenue (corner of Day Avenue and Manor Drive in Oildale). Janice Arlene Oakes was born on July 6, 1939 to George and Thelma Oakes. She grew up in Barstow, California where her family operated the local Richfield service station and later, George's Gift and Garden Center. During her senior year in high school, Jan moved to Huntington Park, California where she graduated from Huntington Park High School. Jan moved to Bakersfield, California in 1958 and she attended Bakersfield College for a year. On April 12, 1959 Jan was united in marriage to Joe Bisig. From this union, two children, Julie and Joe, were born. Jan loved her family unconditionally and worked hard to provide a loving and stable home. On October 16, 1967 Jan's life would forever change when she accepted Jesus Christ into her life. She expressed her love for God as a faithful member of North Hills Community Church for the past 35 years, where she also accompanied her special friend, Phoebe, on the organ. Jan worked for the County of Kern and State of California in several capacities, most notably the Employment Development Department and the Division of Oil and Gas. Jan felt blessed that she was able to retire and spend the last 15 months of her life tending her garden "talking" to her birds, playing music and above all, remaining a devoted and faithful member of North Hills Community Church. Jan had a special way of making those around her feel important and loved. The many lives that she touched with her unique gifts provide her loving family and friends with many cherished memories. Preceding her in passing were her parents, George and Thelma Oakes. Jan is survived by her children, Julie Lynn and Joe (Lupe) Bishig; her grandchildren, Michael Olivieri, Joseph and Raquel Minton, Katie and Sawyre Bisig and Kylor Melton; her brother, George (Kay) Oakes; her sister, Robin (Ron) Paddack and their children Ronnie Paddack and Kelly (David) Hutchinson and many dear friends.
