Vera had been a longtime Wasco resident until the summer of 2002. Medical problems requiring specialized care required her move to the Houston, Texas area to be closer to her two daughters, Donna Lefebre and Gayle Wells. Vera was born on May 30, 1922 in Bridgewater, South Dakota. She was the fifth of six children of RD and Vivian Packard. After initially moving to Fullerton, California, her fathers oil field job brought the Packards to Wasco as Vera entered high school. With a gregarious personality, she quickly made lifelong Wasco friends. In 1940 she graduated from Wasco Union High School Magna Cum Laude. While attending Bakersfield College she was romanced by Wallace E. Shafer, son of Tom Shafer, publisher of the Wasco News. Wally and Vera were married in May of 1941. From this union four children were born: Donna Lynn Shafer Lefebre (The Woodlands, Texas), Jeffrey Packard Shafer (Huntley, Illinois), Ross Everett Shafer (Bakersfield, California), and Gayle Shafer Wells (The Woodlands, Texas). Throughout her life in Wasco, Vera was quite active in community and church events. She and her husband, Wally were initially active members of The First Baptist Church and later The Wasco Congregational Church. She had numerous Sunday school teaching and administrative roles. In recognition of her special attributes, four years ago she was voted Congregational Churchs Mother of the Year. Aditionally, singing in the church choir gave her much satisfaction and joy. At times she assisted in the family business, The Wasco News, writing features stories. Her family was her priority. With her two oldest children in college she returned to the work force. Vera was well appreciated by students and faculty for her skills and ingenuity as a librarian for the Wasco Elementary School District. In retirement, she lovingly cared for her husband until his death five years ago. Vera is survived by not only her four children and their mates: Theodore Lefebre, Judith Shafer, Penny Blanton Shafer, Jeffery Wells but eleven grandchildren, and eleven great-grandchildren. She is considered by her family and friends as a wonderful and loving Mom, an elegant lady full of the joy of life, and great friend to many. She will be missed. Memorial service is scheduled for 11:00 a.m., Thursday, December 2, 2004, at Grace Community Church (formerly First Baptist Church) in Wasco.
