Dick was born July 24, 1916, the eldest son of Charles and Minnie Hall Simon, in Lincoln, Nebraska. He was a graduate of the University of Nebraska. He served four years in the Army during World War II and received the American Service Medal, Asiatic Pacific Service Medal, Philippine Liberation Ribbon, and World War II Victory Medal. He married Joanne Camille Walker, of Lincoln, Nebraska. He moved to Bakersfield in 1946 and was employed by the Department of Employment for two years. In 1948 he began working with the Kern County Welfare Department. In 1957 he became Chief of the Adult Division. He was a member of Alpha Sigma Phi, First Presbyterian Church of Bakersfield, and past member of the American Cancer Society (Kern Unit), Comprehensive Health Planning and Regional Medical Programs. Dick retired in 1985 and after retiring he and his wife traveled extensively. His hobbies included musical compositions and entering contests. Survivors include his widow, Joanne Simon; son, Charles Gregory Simon of Pasadena; and niece, Barbara Simon of Hoboken, New Jersey. His brother, Col. Donald Simon, preceded him in death in 1994. His family wishes to thank Dr. Wm. F. Baker, Jr. for his excellent care of Dick over the years, and also wishes to thank Donaice, Delores and Darlene for their kind and loving care of Dick which enabled him to live at home during the last few years.
