He was born in Toma, Wis., on Oct. 18, 1936. He was a longtime resident of Tehachapi, having lived here since his retirement from Lockheed in 1988. He served his country in the United States Marine Corps for 10 years, attaining the rank of sergeant. Richard was the founder of the Special Olympics program in Tehachapi. In 2001, he was awarded “Father of the Year” by the Tehachapi News after being nominated by his daughter Christi Lewis. He is survived by his wife of 34 years, Sharon Payne; children and spouses, James and Colleen Thompson, John and Rita Sargent, Michael Sargent, Christi and Bill Lewis, Karen and Joe Hurtado, Mary and Dwayne Ashcraft, Mike Payne, Richard Payne Jr. and adopted son Keith Kayser; 13 grandchildren and one great- grandson. A memorial service was held Friday, June 25 at the Loyal Order of Moose Lodge #1678. In lieu of flowers, a donation in his memory may be made to High Spirits Therapeutic Equestrian Program, 22184 Creekside Drive, Tehachapi, CA 93561.
