He was born May 25, 1920 to Charles Howatt Biggar and Marion Whitney Biggar in Los Angeles. He graduated from Kern County Union High School in 1938, received his B.A. and M.A. in Architecture from U.C. Berkeley in 1947 after serving 4 years in the Army Corps of Engineers, 3 years in Dakar, French West Africa. He ran an Architecture practice in Bakersfield for 35 years, designing residences at first and moving on to churches (First Congregationalist Church Bakersfield), high schools (West High, Highland High) and government buildings (Elk Hills Petroleum Reserve Headquarters, Downtown Kern County Main Library). He is survived by his wife of 58 years, Jeanette Frick Biggar and his five children, Stuart (wife Joan), Eric (wife Sally), Kathy, Jeannie Parent (husband Darrell) and Alison (husband Phil) and five grandchildren, Gwen, Ian, Julian, Annalise, and Graham. Funeral services will be held Friday, March 4 at 10 a.m. at Hillcrest Memorial Park and Mortuary. In lieu of flowers, the family request donations be sent to Hoffman Hospice, 716-1600.
