Funeral services will be held Saturday, July 24,2004 at 1:00 p.m., at Mount Tabor Missionary Baptist Church, in Tampa, Florida. Dr. Catlin was a native of Chicago, Illinois and a resident of Tampa for many years. He received his Bachelors degree in City Planning from the Illinois Institute of Technology, Masters degree in Urban Planning from Columbia University and a PhD in American Government from Claremont University. Dr. Catlin began his career as a Staff Planner for Governmental Agencies and Community Organizations in Minneapolis, Los Angeles, Baltimore, Washington DC and New York City. He began his academic career as a Professor of Urban Planning. Over the years, Dr. Catlin served as Dean of College of Social Sciences at Florida Atlantic University, Dean of the College of Arts and Sciences at Rutgers University Camden, and ultimately as Vice President and Provost of California State University Bakersfield. He was currently continuing his legacy as a tenured Professor of Urban Planning and Public Policy at Rutgers Universitys Edward J. Bloustein School of Planning and Public Policy in New Brunswick, NJ. Dr. Catlins work specialized in Urban Revitalization and the Impact of Race in Public Policy Decision Making. He was preceded in death by his parents, Robert and Julia Catlin and brother, Alfred Catlin. He leaves to cherish his memory: his wife of 26 years, Ethel Long Catlin; daughters, Janell Nicole Catlin and Michelle Yvette Catlin; sister, Judith Catlin Crowe; nephews, Elijah Catlin and Jaron Hopkins; nieces, Andrea Catlin Williamson and husband, Randy, Lisa Catlin Hopkins and husband, Paul, Ashley Anderson, Bridgett Scott, Ariel Williamson and Alicia Williamson; father-in-law, J.D. Long; mother-in-law, Helen Long; sisters-in-law, Helen R. Catlin, Sharon Anderson and husband, Lester, and Karen Long; brother-in-law, Jeffrey Long; extended family includes the Jones, Long, Carswell, Anderson and White Families.
