Although her birth name was Joyann, for much of her life she was known as Joy. She graduated from Bakersfield High School in 1948. A lifelong student and advocate for adult education, she graduated from California State University Bakersfield in 1980. Joy was employed for over 28 years by Bakersfield College in various administrative positions, ranging from Evaluations Clerk in the Records Office to Secretary to the Dean of Instruction. After retiring in June 1986, she traveled with her husband, Carl Steitz. Their travels included visits to Australia, Europe, and various elderhostels throughout the United States. She also worked as a volunteer for various community groups, including hospice and the public library. She is survived by her devoted husband, Carl Steitz; her children, Donna Frazer and husband, John Blackburn of Santa Clara; Scott and Trude Frazer of Shafter; Cindy and Ron Yates of Clovis; Marion Fuller of Tulsa, OK; Laurina Steitz of Macon, GA; Carla and Richard Woznick of Glenwood, IL; and Carl Steitz, Jr. and wife Debbie of Strasburg, CO; grandchildren, Ian Frazer of Sacramento, and Kyle Frazer of Berkeley; sisters, Bonnie Garrett and Gail Busby and brother, Teddie Barber of Bakersfield, as well as other relatives and friends. A memorial service will be held 1:00 p.m. Saturday, February 4, 2006 at Olive Branch Community Church, 1304 Oildale Drive, Bakersfield.
