A visitation will also be held on Monday, August 8, 2005, starting at 9:00 a.m. Bill was born on June 20, 1927, in Kansas City, Missouri to Thomas and Leone (Land) Skinner. He attended schools in Kansas City, graduating from Central High School. In 1945 Bill enlisted in the Marines, and upon his discharge, he worked for Trans World Airlines (TWA). In 1949, Bill met and married Mary Jane Williams from Bakersfield. They resided in Kansas City for a short time, where their son, Lance, was born. They moved to Bakersfield and added a daughter, Elissa, to their family. Bill went to work for the Kern County Sheriffs Department as a Deputy and moved up the ranks as a Detective and Sergeant. After 12 years, he transferred to the District Attorneys Office as an Investigator. While in the D.A.s office, he graduated from the FBI National Academy and earned a Bachelor of Arts degree in Political Science from CSUB. Bill retired in 1987 as the District Attorneys Chief Investigator after 32 years of law enforcement service to Kern County. Bill was a member of many local organizations such as the Eagles, Exchange Club, Footprinters, and a lifetime member of the Elks. He loved to play handball with his friends at the Eagles and Elks and participated in many tournaments. He enjoyed cooking (and eating), hiking, fishing, music, dancing, and attending his grandchildrens numerous activities. Bill was great at telling a story, had a quick wit, and was proud of his family. Bill lost Mary last year after 55 years of marriage. He leaves his loving family: son and daughter-in-law, Lance and Jan Skinner and grandchildren, Jacqulene and Brett Skinner; daughter and son-in-law, Elissa and Steve Ladd and grandson, Cody Stone; granddaughter and family, Shanna and Calvin Shebley and Faith, Anthony and Paige; his sister-in-law, Thelma Williams and many nieces and nephews; and special neighbor and friend, Sharon Teagarden and her family. He also leaves his many lifelong friends that were true friends to the end. Bill appreciated their thoughtfulness, concern and love. Dad, you are our inspiration.
