Born Dec. 1, 1920, James served as the district engineer for the Big Bear City Community Services District for 35 years. Raised in Redlands, James graduated from Redlands High School in 1938, serving as president of his class, and went on to graduate from the University of California. at Berkeley in 1942 and was president of his fraternity, Kappa Delta Rha. He served with the U.S. Navy during WWII and after the war joined his father, the late Percy E. Hicks, a civil engineer and land surveyor, in his business in Redlands. James' son, James William Hicks, and grandson Matthew are also civil engineers with his son now running the family business in Redlands. James is survived by his wife, Mary, two sons, James William and Keith Norris Hicks, all of Redlands; two daughters, Sharon Lee Highland of Thousands Oaks and Sandra Jean Schneider of Sacramento; granddaughter Rachel Catherine Hicks, of Redlands and three grandsons, Douglas Robert Highland, of San Luis Obispo, Matthew Colby Hicks, of Rancho Cucamonga and Brandon Tate Highland of Big Bear City. Private services were held June 22 at the Redlands Hillside Cemetery.
