Howard Allen, 98, of Herald, died May 16 in his home. He was born Oct. 12, 1906, in Brockton, Mass. Cmdr. Allen served in the Massachusettes National Guard from 1926 to 1929. He received his degree in civil engineering from Northeastern University in 1929. He worked in his construction company until World War II began and then he joined the Navy, where he was the superintendent in the construction of build Camp Pendleton. In 1942, he became the executive officer in the Navy Seabees. He retired from the Naval reserve in 1966. He enjoyed learning about his Scottish ancestry, and founded the Sacramento Saint Andrews Society, The Loyal Scots in Sacramento, the Mother Load Scots in Amador County; and events including the Kirking of the Tartan in Los Angeles, Sacramento, and Jackson. He also enjoyed 4H, and started clubs in Pasadena and Davis. He is survived by his wife of 68 years, Mary Allen; sons, Bert Allen and Hugh Allen; daughters, Carolyn Duncan and Susan Turpen; 17 grandchildren and 13 great-grandchildren. A funeral will be held at 10 a.m. today at St. James Catholic Church in Davis. Committal will be private at Millville Cemetery in Shasta County. There will be no visitation.
