Born in Fresno, Mr. Briggs lived at Summerville at Heritage Place in Tracy since November 2004. In 1969, he moved from Pacific Grove to Livermore, where he worked at Kaiser Sand and Gravel. He opened Bill’s Bakery and Coffee shop in 1976, where he provided his daughters with work. His wife, Frances, created fresh soups that made the bakery famous. He sold the bakery two years later. He retired in 1979 when his wife began to have heart problems. After his wife’s death in 1994, he was a regular customer at John’s Char-Burger in Livermore. He moved to Tracy to be closer to his daughters. He was feisty and intent on making life better in Tracy. He was a flirtatious man, but the love he and his wife shared will be remembered most. Mr. Briggs is survived by his daughters, Christine Briggs of Phelan, Becky Bowen and her husband, Russell, and Janis Munroe, and her husband, Frank, all of Tracy; grandchildren, David Silva, Bill Silva, Jamie Meraz, JC Eskue, Kelly Munroe, Kady Munroe and Sarah Waters; great-grandchildren, Rocker Silva, Isacc Meraz, Rachel Smulson, and Ben Smulson; and nieces, Pat Moran of Yakima, Wash., and Toni Daniel, and her husband, Lynn, of Sunnyvale. He was preceded in death by his wife of 49 years, Frances. At his request, no services have been planned. Contributions in Mr. Briggs’ name can be sent to any local animal shelter; or to the American Society for the Prevention of Cruelty to Animals, ASPCA Member Support, 424 E. 42nd St., New York, N.Y. 10128. Wilson Family Funeral Chapel, 3070 East Ave., in Livermore, is handling arrangements. Published on Thursday, February 16, 2006, in the Tracy Press.
