He left life as he lived it peacefully, and with a legacy of service to others. He was born March 24, 1908 in Ferndale, California to Milo and Nettie DeCarli. After his mother's death at age 33, he and his family moved to his uncle's dairy ranch on Robert's Island. He attended a one room grammar school in Holt and in 1925 graduated from Stockton High. He enrolled in Animal Husbandry and Dairy Industry at the University of California, Davis. In 1928 he was on the UC boxing team, editor of the Aggie Campus newspaper and valedictorian of his class. In 1934, he married Edna Foy of Stockton. Deep into the Depression his jobs included: milking cows, loading hay, and operating a dredger. He was hired by Happyholme Dairy as a salesman and delivery route driver. In 1940, he became a partner in the Happyholme distributing business and opened Stockton's first drive-in, the Bobb Inn. In 1952, he was appointed to fill the remaining term of a city councilman. In 1955 the city council chose him to serve as Mayor of Stockton, and in 1959 he served a second term as Mayor. In 1955 he appointed a mayor's committee on Urban Blight, and he became the head of the Redevelopment Commission. He was on the committee for nineteen years, and because of this dedication in 2001 The DeCarili Waterfront Square was named for him. In 1959 he started the Sister City Exchange with Shimizu, Japan to promote unterstanding, friendship and to exchange knowledge and culture between the two cities. Throughout his life he was an avid explorer and traveler, sharing this passion was his wife Edna, together they traveled to over seventy different countries. In 1960, he sold his share of Happyholme Dairy and began a new career as a Residential Appraiser. Shortly thereafter San Joaquin First Federal Saving and Loan hired him as an appraiser and manager. Together he and his wife Edna raised three wonderful daughters, Dolores, Joan and Gail DeCarli. He is survived by his daughter Dolores DeCarli of San Francisco; Joan and husband Dean Cortopassi of Stockton; their children Dr. Gino Cortopassi, Davis: Katie Whitlow, Folsom; Becky Carlson, Lodi and David Cortopassi, Stockton, daughter and son-in-law Gail and Martin Jacob of Sonoma; their children Josh Jacob, San Francisco: Dr. Sargon Jacob, Aptos; Dean Jacob, Sonoma. He was also the proud great-grandfather of twelve. In December 1987 Dean's beloved wife of 57 years, Edna, passed away. In 1989, he married Erma Boss, a retired school teacher and family friend. Erma has two sons from a previous marriage, Dwight and Gordon Rose. He was active in many community service organizations: Amblers; Kiwanis Club; Stockton Athletic Hall of Fame; Stockton Grandfather's Club: Elks: SIRS #46; Stockton Sister City Association; San Joaquin County Historical Society; Corral of Far Westerns; UOP Quarter Back Club; Weber Point Coffee Club; and World Affairs Council. He was also an active member of the First Christian and Central Methodist Churches. He received the Mr. Stockton Award in 1955, was a George F. Hixson Fellow and was inducted into the Stockton Athletic Hall of Fame in 1978. His love of learning was instilled by his mother, nurtured by his father and maintained through his lifelong affiliation with the University of California at Davis. He was a member of and served as President to the US Davis Alumni Association and was a member of the Sword and Sandal Society. Seventy seven years after he graduated from Davis Dean he was Parade Marshall for Picnic Day, recieved the Jerry Fielder Award, had a room named in his honor, was the recipient of the Award of Distinction from the School of Agriculture and was inducted into the Alpha Gamma Rho Fraternity Hall of Fame. There will be a celebration of his life for family and friends on Thursday, May 12, at 3:00 PM at the home of Joan & Dean Cortopassi.
