Army Lt. Col. Philip Calvin Anderson, 84, the first controller of Defense Depot Tracy and later the City of Tracy's finance director, died Tuesday at Tracy Convalescent Hospital. Born in Los Angeles, Lt. Col. Anderson graduated from Los Angeles High School in 1938 and from UCLA in 1942 with a bachelor of science degree in accounting. He was a member of Delta Sigma Phi, Beta Gamma Signa (honorary), Alpha Kappa Psi (professional) and life member of the UCLA Alumni Association. During World War II, he served in the U.S. Army in New Guinea, the Philippines and Japan, attaining the rank of captain. He graduated with honors from Harvard University Graduate School of Business in 1947 with a master's degree in business administration. He became a California CPA in 1950. Lt. Col. Anderson re-entered the Army in 1951 during the Korean War and served at Ft. Lee, VA, Washington, D.C., Ft. Leavenworth, Kan., and in Germany and Vietnam. He was a graduate of the Army Command and General Staff School. In 1964, when what was then the Tracy Annex of Sharpe General Depot became Defense Depot Tracy (now Defense Distribution Center San Joaquin), a Defense Logistic Agency installation, Lt. Col. Anderson was the depot's first controller. After serving in the Republic of Korea, while retaining his home in Tracy, he retired from the Army in 1969 with the rank of lieutenant colonel. In 1971, he became finance director of the City of Tracy, serving in that capacity until he retired again in 1984. Survivors include his wife of 23 years, Jean Garrison Rehn Anderson of Tracy; two daughters and their husbands, Ellen and Tim Wiebe of Toronto, and Erin and Hubert Gatignon of France; a son and his wife, Philip Anderson and Rhonda Bernstein of Signapore; and three stepchildren and their spouses, Jim and Lois Rehn of Sunnyvale, Janet and Wayne Mark of Elk Grove, and Robert and Marie Rehn of Manteca. Also surviving are eight grandchildren, Aline and Valerie Gatignon, Spencer and Olivia Anderson, Jolene Mark, and Elissa, Rachel and Rebecca Rehn. He was preceded in death by his first wife, Mary Mercer Anderson, and a brother, David Anderson. There will be no visitation or services. Inurnment will be in the Columbarium at Arlington National Cemetery. Fry Memorial Chapel, 550 S. Central Ave., is handling arrangements.
