He was born on January 7, 1940, in Morris, Oklahoma. He moved to the Stockton area in 1955, and graduated from Stockton High School in 1957. He served in the United States Air Force for 3 years, and while serving he met and married Annalies Whittier in Holland. Following his honorable discharge they made their home in Stockton, and he was employed by Pacific Gas & Electric as a lineman for 34 years, retiring in 2002. Mr. Foster was a member of the Oak Park Tennis Center, Marina Tennis Club, West Lane Tennis Club, and the Lockeford Springs Golf Club. He was an avid golfer and tennis player. He is survived by his wife, Annalies Foster of Stockton; daughter, Roberta Foster of Stockton; son, Arie Foster of Sutter Creek; his mother, Mary Alice Foster of Stockton; sister, Katherine Louise Brown of Stockton; brother, James L. Foster of Costa Mesa; 2 granddaughters, Sara and Annalies Foster and great- grandson, Jacob Watson, Jr. A Dedication and Memorial Service will be held on Saturday, October 16, 2004, at 1:00 p.m. at Oak Park Tennis Center, 3514 N.
