Raines passed away at his home on Raines Road Monday morning following a lengthy illness. He was 80. Elks Lodge of Modesto will conduct services at Evans Chapel at 10 a. m. today. Requiem mass will be held at Sacred Heart Catholic Church immediately following. Rosary was recited last night at Evans Chapel. Interment will be at St. Mary s Cemetery. Raines first came to this area in 1895 as a night telegraph operator in Westley. His West Side career is a varied and notable one, for he grew up with the West Side. In addition to being a telegraph operator, he was an outstanding athlete, a newspaper publisher, fireman and farmer. He is best known for his 36 years as a Stanislaus County Supervisor. Raines was born in Vallejo in 1876. After coming here from San Luis Obispo, he lived in the Grayson Hotel. Grayson was then a bustling river town, and Raines rode his bicycle to work. He captained the Grayson Athletic Club, baseball team, then the top team in the country. He pitched or played shortstop. As a sideline, when he wasn't playing baseball or working at his telegrapher job, he raised turkeys. Raines published the only newspaper ever published in Grayson, the Try-Weekly. He typed out news items and left copies in each of the bars. He was reported to have the first typewriter in Stanislaus county an old L. C. Smith. Raines left his imprint on the county as a fireman. He originated the nozzle spray and helped organize the West Stanislaus Fire Protection District, one of the first fire districts in the first fire districts in the nation and now one of the largest. Raines served on the Grayson Elementary School board and on the Patterson Union High School board, and saw new schools built for both. He served on the Grayson board when the recently replaced Grayson School was built, and on the PUHS board when the present school building was put up in 1914. Raines first ran for supervisor in 1916. He was to opposed Oscar Engbloom, but Engbloom didn t file papers and moved to Washington. Raines was accused, jokingly, of buying Engbloom s ticket to Washington. Since 1916, Raines has been reelected regularly to the supervisor post, only once with opposition. He retired in 1953. As supervisor, Raines was greatly interested in the County Hospital. He was chairman of the hospital committee for several years, and the County Hospital was finally built in the 1920's. When Raines became supervisor in 1916, the roads on the West Side were little more than mud holes. He worked diligently to improve the roads between the East Side and the West Side and layed the groundwork for our present road system. At his retirement in 1953 Raines was the dean of California supervisors, having served for 36 straight years. The Del Puerto Canyon Road is now officially named Frank Raines Road, and the park near the County Ranch also bears his name, Frank flames Park. The park, another project of Raines as a supervisor, was built by the county, by using labor at the Stanislaus County Ranch. Raines was feted at this park on Frank Raines Day, in 1953, when the park and road were dedicated. Raines is survived by his wife, Helena; a brother, Joseph Raines of Vallejo; a niece, Mrs. J. F.
