The Fresno-based crew was nearing completion of the repairs when Hoffman moved onto a tower cross-arm, intending to secure the upper end of an insulator string to the arm. The arm buckled when Hoffman was about halfway out on the arm. He died of internal injuries suffered in the fall. The vandalism incident was not an isolated episode, according to Paul D. Elias, manager of PG&E s Stanislaus District, based in Modesto. "The damage these people cause endangers the lives of PG&E employees who must make the repairs," Elias said. "The inescapable fact of this tragedy is that James Hoffman would not have been on that tower if someone had not used those insulators for target practice. We are confident that the authorities will prosecute vigorously if the responsible party is identified." Elias said vandals endanger their own lives when they shoot at power lines which may fall on them. Live, fallen lines also are a fire hazard. Those who have information on the vandalism that led to Hoffman s death are urged to contact the Stanislaus County Sheriff s Department. They may also call Kenneth J. Rodriguez, PG&E manager in Newman at 862-2891. Pham Nhan 811231 p1 Tragedy Monday at Aqueduct; What started out as a normal fishing trip Monday on the California Aqueduct at the Howard Road bridge in Westley for two adults and two children, ended in tragedy when one of the party members drowned. Nhan Pham, a 37-year-old Vietnamese refugee who lived in Modesto, drowned around 1 p.m. despite the rescue efforts of a seven and an eleven year old child. The other adult, Pham Cuong, a 38-year old Los Angeles resident, was away from the scene buying fish bait in Patterson at the time of the incident. Neither Pham nor Cuong had any previous fishing experience when they set out with the boys on the journey Monday afternoon. Both men had met each other the day before during a holiday party. Cuong decided to take along his two nephews Vinh Lu ‘Coco" Buu. 11, and Tran Lu "Tino" Buu, 7, both of Turlock. When the four arrived shortly after noon, Cuong headed to the nearby, Ingram Creek Mobil Service to inquire about bait and buy a newspaper. He left Phnm and the two boys at the aqueduct. Cuong was told to head to Patterson where he stopped at Mullin's to buy a sack full of anchovy for bait. His journey into Patterson and back to the aqueduct took some 25 minutes, he says. When Cuong returned to the Howard Road bridge in his compact station wagon he found his two nephews, both wet. standing 50 feet from the canal. When I drove up and stopped the two boys grabbed the car and wouldn t lot go," says Cuong. "They were both scared and kept saying ‘he s dead, he s dead. " The boys told Cuong that Pham had drowned. Cuong immediately drove back to the Ingram Creek gas station to call for help. While there he spotted Stanislaua County Sheriff Deputy Gary Deckard sitting in his patrol car, Deckard followed Cuong and the boys back to the scene of the drowning and reconstructed the incident. The boys told Deckard that shortly after Cuong left to get the bait. Pharn decided he wanted to touch the water of the canal with his hand. As he inched his way down the 45-degree angle concrete canal bank, he suddenly slipped on the moss below the water line and fell into the aqueduct. The boys told Deckard that Pharn was having trouble swimming and screamed for help. In a gallant effort, little Tino jumped into the water to help. Panicked, Pham grabbed for the seven-year-old and for awhile had him under water. Eleven-year-old Coco leaped into the cold water, grabbed his small brother by the shirt and swam some 20 feet away to a rescue ladder. The two boys watched helplessly as Pham s body floated, face down, to a safety rope on the other side of the bridge and then sank. Some two hours later, underwater safety specialists from the county sheriff s office retrieved Pham s body from the bottom water of the 28 foot deep aqueduct. Both boys and their parents, Mr. and Mrs. Thu Buu of Turlock, fled Vietnam as boat people in 1978. Cuong himself stayed in this country following his studies in 1973 in Southern California. Pham left Vietnam in 1975 with his wife and two children shortly after the fall of that government. He and his wife were estranged at the time of his drowning: According to Cuong, all of Pham's other blood relatives are still in Vietnam.
