Perazzo pbperazzo@comcast.net July 11, 2004, 7:21 pm Woodland "Daily Democrat," Friday, July 9, 2004 Ethel Francis Maxwell Phipps Funeral Notices Ethel Francis (Maxwell) Phipps died on Saturday morning, July 3rd, 2004, at Stollwood Convalescent Hospital at age 93. Her health had declined since a hip fracture on May 18th, and subsequent surgery and rehabilitation. She was born May 7, 1911 near Antelope, Jack County, Texas, and was the third daughter of John D. and Jennie Bell (Conway) Maxwell. Mrs. Phipps married Lee Jeter Phipps in 1940 in Big Spring, Texas, and they moved to California. Her husband worked as an engineer on heavy construction on the Pacific Coast in 1940, building the bridge at Russian Gulch near Mendocino, where they lived in a tent. Later, he worked in Watsonville before settling in Woodland. He worked on building local bridges at Knights Landing, and the bridge near Guinda. They were self-employed in the commercial hay baling business from 1948 until 1974 in the Woodland and surrounding area. Mrs. Phipps was preceded in death by her husband of 52 years, Lee Phipps who died in Woodland on April 3, 1993, and a daughter by her first marriage, Edna Bell (Suttle) Rominger who died in Arbuckle on June 27, 1992. Also, her sisters Bessie Irene Jackson Phipps, and Martha Elizabeth Whitsett, her parents Jennie and John D. Maxwell, are all buried in the family plot at Shannon, Clay Co., Texas. Mrs. Phipps is survived by her daughter and son-in-law, Gaye and Al Pencin of Woodland, her grandchildren Sharon Rossi of Grass Valley, Randy Pencin of Mountain View, and Jay Pencin of Davis. Also surviving are her son-in-law Roy H. Rominger of Arbuckle, great grandchildren Craig Polete and wife Amanda, Joey Polete, and Marisa Polete, and second great grandchildren Riley Polete, Austin Polete, of Sacramento, and Ryaan Polete of Lodi. She is also survived by close family friends, Ann and Joe Pencin of Woodland. Her family and friends will long remember her zest for life, and her strength and determination. She was well known in the Woodland area for collecting antiques, and giving yard sales. She enjoyed caring for her rental properties, and her home, garden, and roses. She was a beloved Mother and Grandma, and will be dearly missed by her family. The family requests that any memorials be directed to St. John's Retirement Village, 135 Woodland Ave., Woodland 95695, or the First Baptist Church, 38141 Russell Boulevard, Davis 95616. A family gathering at the family plot was held at the Woodland Cemetery. Davis Funeral Chapel assisted the family with arrangements. (A photograph of Mrs. Phipps is included with this obituary.)
