Provost Marshal John Evans has sent a letter to all local exemption boards and to all county attorneys whose business it is to appeal claim cases on behalf of the government, warning them that many abuses of exemption privileges had been reported to him, and that these abuses must discontinue or no more persons would be exempted because of dependencies. The letter reads in part: "Married men are not necessarily exempt, whether or not they have children; only sons of widowed mothers are not necessarily exempt; sons of aged and infirm parents are not necessarily exempt." "We have been plainly advised from Washington that unless the regulations are applied with more discrimination between meritorius and frivolous applications for discharge, they will be amended and no discharges on the grounds of dependent relatives will be permitted."
