"The State of Connecticut doth owe unto Mr. Edward Carter who hath served in the Connecticut Line of the Continental Army, the sum of One pound nineteen shillings & ninepence, being one fourth part of the balance found due to him, which sum shall be paid to him or his order at this office, in gold or silver, on or before the first day of June, A.D. One Thousand Seven Hundred and Eighty- Seven with lawful interest thereof; which interest shall be paid unto him or his order annually, at the same place, on the first day of June, if demanded, pursuant to an Act of the General Assembly held at Hartford, the second Thursday of May last." (signed) J. Lawrence, Treasurer Additional Comments: This treasury note was in the possession of Abraham Slopak of Colchester, May 21, 1971. On the reverse side are the following notations: Isaac Martin Interest paid to Feb. 1, 1783, 1784, 1785, 1786, 1787, 1788, & 1789 Int. paid to 1 Feby. 1790 Int. paid to 1 Feby. 1791 Mr. Joseph Gilbert L1/19/9 1/2 Edward Carter (his mark) Carter was the son of Ned and Jenny, slaves of Jonathan Kellogg of Colchester. He and his family were emancipted as a result of his Revolutionary service. He resided in Chatham (now East Hampton) and Colchester until about 1789, when he removed to Willington. Sometime before July 1805 he settled in Ellington, where he and some of his descendants took the surname Chappel. He died in Ellington Feb. 26, 1826.
