H. Churchill, a Clerk of the borough Court of the Borough of New Britain, a court of record within and of the county & state aforesaid Jairus Winchell aged 76 years, a resident of Berlin, County of Hartford & State of Connecticut, who, being duly sworn according to law, declares that he was married, that his wife's name was Celia Weldon, to whom he was married at Berlin, Conn. on the 20th day of Oct. A.D. 1819 that his wife died on the 20th of April A.D. 1851: that he served the full period of sixty days in the military service of the United States in the War of 1812: that he is the identical Jairus Winchell who was drafted in Captain Dan Deming's Company - Regiment commanded by Lieut. Col. Ezra Brainard, brigade division, at Berlin Ct. on the 18 day of August A.D. 1814, and was honorably discharged at New London, Ct on the 26th day of October A.D. 1814; that he served as private, about four weeks in New London and the remainder of the time on the east bank of the Thames, just below Fort Griswold: during the time of his service the British ships were blocking the harbor, in which were the U.S. frigate "United States" and ship of [the] line "Hornet," having in charge the captured British frigate, "Macedonian." That he, at no time during the late rebellion against the authority of the United States, adhered to the cause of the enemies of the Government, giving them aid or comfort, or exercised the functions of any office whatever under any authority, or pretended authority, in hostility to the United states: and that he will support the Constitution of the United States: that he is not in receipt of a pension under any previous act: that he makes this declaration for the purpose of being placed on the pension roll of the United States, under the provisions of the act approved February 14, 1871: that his Post Office address is at Kensington, County of Hartford State of Connecticut: the his domicile or place of abode is in Kensington Society about 1/4 of a mile west of the Church. [signed] Jairus Winchell Also personally appeared Alva W Spaulding residing in New Britain Ct, and Chas Dickinson residing in New Britain Ct, persons whom I certify to be respected and entitled to credit, and who being by me duly sworn, say: They were present and saw Jairus Winchell the claimant sign his name to the foregoing declaration: that they have every reason to believe, from the appearance of said claimant and their acquaintance with him, that he is the identical person he represents himself to be: that at no time during the late rebellion against the authority of the United States did he adhere to the cause of the enemies of the government, giving them aid or comfort: and that they have no interest in the prosecution of this claim. Dudley Commissioner of Pensions Sir: I hereby report that the name of Jairus Winchell who was a pensioner on the rolls of this Agency under Certificate No. 961 and who was last paid $8 to 4th Sept 1879 has been dropped because of his failure to claim his pension for 3 years.
