Mr. Phelps was born in Hartford. He moved to Deltona in 1981 from Tolland. He was a dispatcher foreman for Northeast Utilities in Hartford for 35 years. Mr. Phelps was a member of South United Methodist Church of Manchester, Methodist Men's Club, and Boy Scout Troop No. 47. He attended Manchester High School and graduated from Cheney Technical School. Mr. Phelps was a U.S. Army Air Force veteran of World War II. Survivors include his wife, Ruth of Deltona; sons, Dwight Phelps of New Hampshire, and David Phelps of North Carolina; sisters, Adeline Riley and Marjorie Friedrich; five grandchildren; four great-grandchildren; and nieces and nephews. He was predeceased by his twin brother, Douglas L. Phelps, in 1991. A Memorial Service will be held at 4 p.m. Saturday, May 19, at South United Methodist Church, 1226 Main St., Manchester. Arrangements were entrusted to the Baldauff Family Funeral Home, Orange City, Fla.
