   Miami police had an effective way of enforcing parking regulations before the
evolution of windshield tickets. They simply seized an offending automobile's
front seat and held it at police headquarters until the owner redeemed the
cushion by payment of the fine. In this 1925 picture, a policeman loads a city
truck with seized seats.
