My dear Miss Bowen: If the widow of William A. P. Johnson will state in what county her husband drew his first pension I will be glad to trace his application in the pension office and send you the data contained therein; however, if he took the oath of allegiance prior to April 26, 1865, when General Johnston surrendered at Greensboro, N. C., Georgia would classify him as a deserter, as the War Between the States was not considered officially over until this date. It has been extremely embarrassing to us to have to decline a number of pensions since January, when the marriage date of Confederate widows was changed from 1881 to 1920, where the soldiers drew pensions for a number of years. When they were placed on the pension rolls we had no records by which to verify their services and the widows making applications now are usually second wives and know nothing of their husbands services, but where a soldier deserted we refuse to pay the widow regardless of the fact that her husband was a pensioner. I have asked the War Department to re-examine this record and give me the exact date Mr. Johnson was said to have taken the oath of allegiance, and will send you a copy of what data I may receive. A. P. Johnson applied for a Confederate invalid soldier's pension in Clinch county, Georgia in 1902. This application was declined because he failed to prove that the injury he claimed "was not the direct result of injury he received in service." Additional affidavits were submitted and his application was approved in 1905. At that time Georgia had several classes of soldiers such as indigent, invalid, etc. Mr. W. A. P. Johnson was not admitted to the pension rolls of Georgia on his service record but because he received a wound in service. Georgia now has only one class of Confederate pensioners and honorable service has to be proven through April 26, 1865, before an applicant is eligible for a pension in this State. Sincerely, Lillian Henderson Director lh-hgh ******************************************************************************* State of Florida House of Representatives Tallahassee July 4th, 1947 State Board of Pensions Tallahassee, Fla. Dear Sirs: Replying to your letter addressed to Mrs. Jennie Johnson Dees under date of June 25th reference to age of Mrs. Dees as shown in the Act of 1947, Chapter 24109 and confirming my statement to Comptroller and your Secretary on last Tuesday in Tallahassee, I wish to state that before I left here to attend the Legislature I reached an agreement with Hon. W. P. Chavous, an attorney here and a friend of mine that I would get the information concerning Mrs. Dees from your Board in Tallahassee and would send to Mr. Chavous and he would prepare the Bill and send to me for introduction in the Legislature. That plan was carried out. I supposed the Bill was correct in every particular when received by me so I introduced it and it passed the House unanimously. Mr. Chavous tells me that he secured the information as to the age of 61 named in the Bill, in the files. He probably miscalculated. While I regret the apparent error, yet it seems to me that the small difference of only three years in the age named is not material. I am confident that the Bill would have passed just as readily with the age of 58 as it did with the 61. The record is clear that this woman married a confederate veteran in 1909; that this soldier served about three years in the Confederate army; that he was wounded in the great battle of Chancellorsville and was drawing a Confederate pension from the State of Georgia at the time of his death in 1922. Mrs. Dees has no education and really does not know her exact age. She has no relaties [sic] here and no way to make a living except to scrub floors and wash clothes. The County Commissioners have been giving her $5.00 per month. She fell the day before I returned from the Legislature and broke one of her arms and last week a collection had to be taken up to provide her with something to eat. Finally, I want to say that the effort that has been made to secure this pension for Mrs. Dees will cost her absolutely nothing whether the effort is successful or not. Yours truly, Royal C. Dunn Representative Dixie County Cross City, Florida ******************************************************************************* Mrs. Jennie Dees of Cross City Not approved at last Board Meeting because of discrepancy of age as shown in the following law and application for pension filed in the Pension Department. Mr. Dunn states that Mrs. Dees does not really know her age. 1. Chapter 24109 - Act of 1947 AN ACT Granting a Pension to Mrs. Jennie Dees, of Dixie County, Florida. WHEREAS, Mrs. Jennie Dees, is now above the age of sixty one years and without means of support, and is not physically able to earn a support for or maintain herself and is dependent on others for her support and maintenance, and WHEREAS, the said Mrs. Jennie Dees, is the widow of William A. D, 9th Regiment Florida Infantry October 6, 1862; and later returned to Co. G, 50th regiment Georgia Infantry; and was wounded in the battle of Chancellorsville, Virginia, May 3, 1863, he soon recovered from the wound, and returned to Co. G, 50th Regiment Georgia Infantry where he served faithfully until the end of the war, and WHEREAS, the said William A. P. Johnson married Jennie Touchstone, November 15th, 1909, in Clinch County, Georgia, and they lived and cohabited together as husband and wife until his death on May 24th, 1922, and at the time of his death was drawing a Confederate Pension from the State of Georgia, and the said Jennie Johnson, the wife of the said William A. P. Johnson, immediately came to Florida, from Clinch County, Georgia, after the death of her said husband, and she has now been a bona fide resident of the State of Florida, for more than twenty years, and WHEREAS, the said Jennie Johnson, the wife of the said William A. P. Johnson, after she came to Florida, married one M. Dees, who died at Old Town, Dixie County, Florida, over ten years ago. WHEREAS, the said Jennie Dees, is the same person as Jennie Johnson, as mentioned above. THEREFORE: BE IT ENACTED BY THE LEGISLATRUE OF THE STATE OF FLORIDA: Section 1. That the State Board of Pensions of the State of Florida be and it is hereby authorized and directed to place the name of the said Mrs. Jennie Dees upon the pension roll of the State of Florida to be paid a pension in the same manner and amount as paid to other confederate pensioners in the State of Florida.
