LAWRENCE D. HOWELL is serving, in 1922, and has been nominated by the people for his fourth consecutive term as solicitor of the Criminal Court of Duval County, and his continued incumbency of this important office attests alike his ability as a lawyer and his secure place in popular confidence and esteem in his constituent district and native county. Mr. Howell was born on a farm in Duval County, March 13, 1875, and is a son of WILLIAM HARRISON and MARY ANN (REGISTER) HOWELL, the former of whom was born in Georgia, in 1842, and the latter of whom was born in Bradford County, Florida, March 28, 1848. Four sons and one daughter were born to the parents, and the father died in the year that marked the birth of the youngest child, Lawrence D., of this sketch. The mother survived her husband many years, and was a resident of Jacksonville at the time of her death. WILLIAM HARRISON HOWELL was four years of age when his parents removed from Georgia and established their home in Duval County, Florida, where his father, WILLIAM HARRISON HOWELL, Sr., became a representative farmer. He was here afforded the advantages of the common schools of the period, and here he became a prosperous farmer, his connection with farm industry having continued many years, and he having been engaged in the grocery and meat-market business at Jacksonville at the time of his death in 1875. He was a staunch democrat, and he and his wife held membership in the Baptist Church. After attending the public schools of Jacksonville LAWRENCE D. HOWELL continued his studies in Gordon Institute, at Barnesville Georgia, and in Emory College, at Oxford, that state. He then entered the law department of historic old Washington and Lee University, Lexington, Virginia, and in this institution he was graduated in 1905, with the degree of Bachelor of Laws. In the same year he was admitted to the Florida bar, upon examination before Judge RHYDON M. CALL, who is now presiding on the bench of the United States District Court for the Northern District of Florida. After being engaged in the practice of his profession in Jacksonville about one year Mr. Howell was, in 1906, appointed justice of the peace for the Tenth District, for a term of two years. In 1908 he was elected to this office for the regular term of four years, and he served also as assistant judge of the Municipal Court from November, 1906, until the spring of 1911. In 1910, in a spirited contest with three strong opponents, Mr. Howell was elected county solicitor of the Criminal Court, and received a large and gratifying majority. He received his commission from the governor of the state in July, 1911, and at the expiration of his term of four years he was renominated, in 1914, without opposition, and reelected, his commission having been received from Governor Trammell in July, 1915. In 1918 he was again renominated renominated over two opponents, and thus he has continued in the office which he has honored and dignified by effective service and in which his work has met with unqualified popular approval, as attested by his reelections. Mr. Howell is a vigorous and loyal advocate of the principles of the democratic party, and in a fraternal way is affiliated with Solomon Lodge No. 23, Ancient Free and Accepted Masons; Montefiore Lodge No. 2, Knights of Pythias; Palmetto Camp No. 3, Woodmen of the World; and Rockbridge Lodge No. 58, Independent Order of Odd Fellows. His name still remains enrolled on the roster of eligible bachelors in his native County.
