Norem 6 Dec 2000) Vol. XXVI - pp.18-20 PRESENTMENT BY THE GRAND JURY OF FRANKLIN COUNTY [NA:HF, 26 Cong., 1 sess.: AC) [December 1839] Addressed to: The Honorable Richard C. Allen, Judge of the Superior Court for the District of Apalachicola, West Florida, December Term, 1839. The Grand Jurors of the County of Franklin, in retiring from the discharge of their duties, presents several needs for Apalachicola. 1. A Court House and Jail: They state that the City Council is prepared to convey a suitable lot of land for this purpose, and request their Delegate in Congress, Charles Downing, to “use all due exertion to procure an appropriation from Congress for the purpose of building a Court House and Jail in this city”. 2. A Marine Hospital at the Port of Apalachicola: The increase of Commerce in foreign, coastal and river trade employs a large number of seamen, and at the present time sick and disabled seamen suffer from a lack of accomodations and attendance suited to their enfeebled condition. Therefore, they ask for aid by Congress in establishing a Marine Hospital. 3. Lack of School Lands in Franklin County. The county was located on a private land claim and therefore contains no reserves of land for schools such as the Government provides for each Township established on public lands.
