A leading member of the legal fraternity of Jackson County, PAUL CARTER has also served acceptably in positions of public trust and responsibility, and was formerly mayor of his home city of Marianna. His career has been one of honorable professional achievement and constructive citizenship. Mr. CARTER was born August 28, 1882, at Elliott, Georgia, and is a son of PAUL H. and MYRA P. (KENNEDY) CARTER, the former deceased. The parents, natives of Georgia, moved to Florida in 1896, and here PAUL H. CARTER was engaged in the turpentine business. He was active in all matters of public import, and while a resident of Appling County, Georgia, served in the capacity of county judge. PAUL CARTER was given good educational advantages in his youth, first attending the common school in the vicinity of his home in Appling County, Georgia, and later the high school at Chipley, Washington County, Florida. Subsequently he was sent to the Florida Seminary at Tallahassee, and after pursuing the academic course in that institution enrolled as a student at the John B. Stetson University, De Land, Florida, from which he was graduated with his degree in 1906. To further his preparation he pursued a course at Georgetown University, Washington, D.C., and also received the degree of Bachelor of Laws therefrom. Mr. CARTER came to Marianna and engaged in the practice of law August 1, 1908, and has continued to follow his profession to the present, with increasing success. He is acknowledged to be a thorough lawyer, with a comprehensive knowledge of the ethics and principles of his calling, and is a close student, spending much of his time in research and investigation. He has been the representative of important interests in much of the litigation that has come before the Jackson County courts in recent years, and has a large share of successes to his credit. He belongs to the Jackson County Bar Association and the Florida State Bar Association. Fraternally he is affiliated with the Masons and is a Knight Templar and a Noble of the Mystic Shrine. Always interested in public matters, Mr. CARTER has been the incumbent of several public offices, and served as mayor of Marianna four times, being elected to that office first in 1911 and succeeding himself by successive re-elections in 1912, 1913 and 1914. His administration was one during which the city benefited greatly by improvements and proper rule. During the World war period Mr. CARTER served as chairman of the Labor Board of Jackson County, and in addition to discharging the duties of that office filled out some 500 questionnaires for prospective soldiers. On September 4, 1912, at Chipley, Mr. CARTER was united in marriage with Miss MARY HORNE, a daughter of R. C. and KATE (BALTZELL) HORNE. Mr. and Mrs. CARTER are parents of one daughter, MARY CATHERINE. He belongs to the Baptist church, and Mrs. CARTER is an Episcopalian. Mr. CARTER comes of good stock, being a grandson on his mother’s side of ALLEN KENNEDY, a leading citizen of Bryan County, Georgia, while the Carters came from Ehrhard, South Carolina. His paternal grandfather was PAUL CARTER, of South Carolina, a member of the State legislature during the war between the states, and a strong supporter of the Confederacy both before and during that struggle.
