Knott Tallahassee, Fla. Dear Sir: I know of my own knowledge that the enclosed application for an increase is just and correct. Mr. Appel has resided in this county since 1859 is a good citizen was our tax assessor for several years from 1884 to away up in 90’s and made a good officer he can now do no work of any kind in fact cannot dress himself it takes all of the 125.00 he now draws to pay board and no one wants to board him for that on account of having to assist him in putting on his clothes. I am satisfied under the law he is entitled to 150.00 per annum and has been for more than a year but is not asking this raise only from Jan 1st 1912. Yours truly, W. J. Dear Sir:- When notifying Mr. Appel Pensioner No. 1080 of the approval of his claim you failed to send him a claim voucher to make out his amount and if the one he encloses is not sufficient will you kindly sent (sic) him one and oblige? Do you think you could get the old man $96.00 per quarter? The principal thing he based his application on I thin (sic) was the loss of the leg which effects his whole side and makes him totally unable to do manual labor and he seems to think under his age which I think is 70 years he is entitled to this amount per quarter? Will you correspond with him and state the particulars by so doing you will greatly oblige. Very truly yours, A. P. Hardee Page 022 235 March 18, 1912 Hon. W. J. Epperson, Bronson, Fla. Dear Sir:- I am in receipt of your letter of the 15th enclosing application for increase of pension for Mr. Louis Appel. I will take pleasure in submitting it for consideration as soon as the Board meets. Yours with kind regards, Comptroller. Page 023 Levyville, Fla., April 12, 1887 Hon. W. R. Coulter Tallahassee, Fla. Dear Sir: In the Fall of 1861 I volunteered in Capt. N. S. Cobb’s Company as 1st. Fla. Cavalry, but we were dismounted in Madisonville and carried to Chattanooga, where we joined the Tenn. Army. We changed many Officers commissiond (sic) and non-comd and at last after coming out safe of the battle Franklin, Hood Gen. In command, I got wounded by the side of Capt. Footman, Baits Division, in a skirmish with the enemy encampd (sic) a short distance from Murfresboro, Tenn occurring on the 4th day of Dec. 1864, which made amputation necessary. As soon as I was able, I was conveyed to Camp Chase, Columbus, Ohio, where I was in prison untill (sic) the surrender. It is unnecessary to tell you the disadvantages exposure and trouble that I suffered in trying to support myself and family; suffice it to say that I pulled along without asking or receiving any assistance whatever. I could have got into office during radical times but it was against my principle. I was and am a faithfull (sic) worker for the cause of democracy and I could not sacrifice principle for the sake of office. At the time of Page 024 Gov. Bloxham’s administration who introduced the side-show affair, I was urged by my friends to run for office. I did and was elected Tax Assessor which office I held for six years and which I am proud to say I performed efficiently and faithfully and but the sickness of my wife (she suffering from a nervous debility almost bordering to insanity) and the impairment of my own health, compelled me to give it up. But Sir, in doing so I have deprived myself nearly of all means of subsistence. I have got nothing to fall back on but the farm and that is a very poor dependence. It takes now a day a sound healthy man with two good legs to support his family by the farm; when it comes to hire labor and it very scarce and cannot be controlled, the chance is very slim. When I received the Acts of Legislature of 1885 and seen the amnesty provided for disabled soldiers, I did not heed it (although Wm. M. Clyatt and others insisted on me to apply for it) because I thought I understood the letter of the law; that a man had to be almost a Pauper to be entitled to the benefit of the same. In March 1886 however when so many applying for it who were able and did perform manual labor and passing through the Board here on account of their slight wounds Page 025 I was fool enough to make application also. The Hon. Board in Tallahassee refused on the ground that I return $700 worth of property. If the cause of the refusal had been on account of my being in office, it were more appropriate; for although I could not lay by any money for reason of my wife’s sickness yet I kept even pace with the world; as for the property, I own nothing but the place which I return at $500 because it is worth that; the personal property belongs to my wife and she can and will dispose of it to her own liking. Now Sir, that I am out office and have nothing to look to for maintenance, but the Farm as above stated and cannot perform manual labor, as you well know, and the pension is necessary for my support. I think, Sir, that I come under the head of that law that I am justly entitled to its benefits. It is true that I will receive $100 from the State of services rendered as census taker, but one half of it only is mine the balance I must finish paying those I deputized to do the work. Please show this letter to the Hon. Board in Tallahassee; they themselves being noble soldiers, I think they will reconsider the matter and certainly not hesitate to grant my request. I am yours very respectfully, Louis Appel Additional Comments: Words in [Brackets] are lined through in pension application Contributor's Email: http://www.genrecords.net/emailregistry/00022/0005485.html File at: http://files.usgwarchives.net/fl/levy/military/civilwar/pensions/appel80gmt.txt This file has been created by a form at http://www.genrecords.org/flfiles/ File size: 26.5 Kb
