One Thousand Nine Hundred and twenty, personally appeared before me, a Notary Public in and for the County and State aforesaid, Mary E. Barrow, a resident of Inverness, County of Citrus, State of Florida, who being duly sworn according to law, makes the following declaration in order to obtain a pension under the provisions of Chapter 7259, Laws of Florida, approved June7, 1917. That she is the lawful widow of Charles L. Barrow who enlisted under the name of Charles L. Barrow on the 17th day of May, 1862, in Company F, Second Calvary Regiment of the State of Florida and who was honorably discharged at place now unknown, 186__, on account of surgeons certificate of discharge. (Here give complete statement of other service, if any.) That he also served………………………………….He served all through war or until discharged and died soon after close of war. (State here if husband drew a pension and when.) He never received pension. That she was lawfully married to the said Charles L. Barrow under the name of Mary E. Johnson in the County of Alachua (now Levy), State of Florida on the 15th day of January 1862, and that she was not divorced from him before nor has she remarried since his death, which occurred on the (sic) about 27th day of December, 1865, in the County of Alachua, State of Florida, except as hereinafter stated. After the death of Charles L. Barrow, I married his brother, Elijah Barrow about 17 January 1867 and he died several years ago. I am now 82 years of age and cannot remember dates accurately. That she is a resident of Citrus County, Florida, and has continuously resided in the State of Florida since the 20th day of May, 1838. Barrow for a pension under the Laws of Florida, was investigated by us; that we are satisfied that the applicant has been a bona fide citizen of the State of Florida for eight years just preceding the date of this application, and that the representation made in the petition and affidavits are true, and that a pension should be granted the applicant. Where the applicant for pension has remarried since the death of the soldier husband, upon whose service she is applying for a pension, she must establish the fact she has again become a widow in the same manner as prescribed in above paragraph, or if divorced, she should forward certified copy of degree granting a divorce annulling such marriage. Soldiers and Widows of Soldiers who were mustered into regular service of the Confederate States Army and members of the State Troops and Home Guards of Florida, upon proper proof, are entitled to a pension under Act of June, 1917. I am writing to the War Department by this mail requesting official record of his service, and upon receipt of reply, will be pleased to communicate with you further. Dear Sir: Replying to your letter of recent date regarding comrades of Mr. Charley Barrow, I beg to advise that I have been able to find only three names of living soldiers who served in the same regiment. These names are: H. E. Cooper, Muscogee, Florida, Lewis Jones, Jay, Florida, both of Company “D” 15th. Confederate Cavalry, and W. H. Nobles of McDavid, Fla., of Company “B” 15th. Ernest Amos, Comptroller Pension Department Tallahassee, Fla. Dear Sir:- I am handing you herewith the pension application of Mrs. Mary E. Barrow, widow of Charles L. Barrow, all of which has been approved by the Board of County Commissioners. You will find attached to this claim, two affidavits proving the marriage and the death of Charles L. Barrow and two affidavits proving the death of Elijah Barrow, the man she married after the death of Charles L. Barrow, together with a copy of the War Department record concerning the service of Charles L. Barrow. This applicant is a very needy woman eighty-two years of age, and I trust that she can get some relief. If there is any further proof that the Board may desire before allowing this claim, I will be glad if you will advise me of it. It is impossible to get witnesses to prove the marriage of Mrs. Barrow to Charles L. Barrow as the persons present at the ceremony are all dead. It is also impossible to get the court record because a fire which occurred in that County several years ago, destroyed all the records, and we are not able to supply same. Elbertson Morriston, Fla R1 Box 79 Page 015 My dear Friend: In my Report to the Legislature I recommended an increase to our Pensioners and it is a pleasure to inform you that under the bill just passed, which will be come a Law December 1st, next, your Pension will be increased to $20.00 per month, beginning with the December 1st. payment. I regret that the Legislature could not provide for the increase to begin at once, owing to the condition of the Pension Fund, as I am sure all need it. Dear Sir:- I wish you would please advise me what the records in your office show with reference to the service of Charles Barrow in the Confederate Army. He was a member of Company D 15th Cavalry and was discharged at Pensacola,Fla., in June,1865. I have an affidavit from one of his comrades to this effect, but am unable to locate anyone else. I will appreciate it very much if you will let me hear from you with reference to this matter at once. Yours sincerely, George W. Affiant further states that the said Elijah Barrow is now dead and that the applicant Mary E. Barrow is entitled to a pension by virtue of her being the widow of Charles L. Barrow. Johnson who, after being first duly sworn says, that he knew Chas. L. Barrow and that he knows Mary E. Barrow, his wife. Affiant further states that while he was not at the marriage of these parties, he knows to a moral certainty that they were husband and wife, the said Mary E. Barrow being formerly Mary E. Johnson, and that they were married to the best of his knowledge and belief in [Levy] Alachua County, State of Florida bout the 15th day of January 1862. Affiant knows that they lived and cohabited together as husband and wife, and to all intents and purposes bear that relation to each other, and that the said parties have also been recognized and considered husband and wife up until the time that Charles Barrow died, which was shortly after the War; that Mary E. Barrow has been recognized as the widow of Chas. L. Barrow for more than fifty years, and in the opinion of the affiant, is entitled to draw a pension from the State of Florida as the widow of the said Chas. L. Barrow. J. J. Page 024 Affidavit. State of Florida} County of Levy} Before the undersigned authority personally appeared Annie E. Elbertson who, after being first duly sworn says, that she knew Chas. L. Barrow and that she knows Mary E. Barrow his wife. Affiant further states that while she was not at the marriage of this couple she knows to a moral certainty that they were husband and wife the said Mary E. Barrow being formerly Mary E. Johnson, and that they were married to the best of her knowledge and believe in [Levy] Alachua County, Florida about the 15th of January 1862. Affiant knows that they lived and cohabited together as husband and wife and were recognized in the community as husband and wife, and to all intents and purposes bear that relation to each other and that the said parties have also been recognized and considered as Husband and wife up until the time that Chas. Barrow died, which was shortly after the War; that Mary E. Barrow has been recognized as the widow of Chas. L. Barrow for more than fifty years, and in the affiant’s opinion is entitled to draw a pension from the State of Florida as the widow of the said Chas. L. Barrow. Dear Sir: Replying to your letter of the 21st. instant, I beg to advise that the official records do not show that Mr. Barrow died in the Hospital during the war and it will therefore be necessary that proof of his death be made by witnesses. If not convenient to get affidavits of witnesses who have personal knowledge of his death I might suggest that affidavits of persons setting forth the fact to the best of their knowledge that he died at that time. This proof should be made by affidavits of old citizens preferably those knowing Mr. Barrow during the War. Yours very truly, Comptroller.
