Norris’s marriage certificate I have discussed this matter with Mr. Norris’ and she has decided that as she has a duplicate of this made in portugese (sic) at the time of her marriage in Brizill (sic) and as mosy (sic) of her old acquaitances (sic) who knew her in 1882 have passed over” (sic) she will return the marriage certificate to you and let you file it with the pension Board. I know, of my own knowledge, that ever since I have known the family which has been for about thirty years that she and Mr. Norris have lived together as man and wife and raised a family and lived together up to the time of his death in July just passed. Dear Sir: I beg to acknowledge receipt of your letter of the 5th. enclosing application for pension of Mrs. Julia Ferrell Norris, and I beg to advise that same has been filed in the Pension Department for consideration of the Board at its next meeting. I note, however, that you desire to have the marriage certificate returned to her, because if it is considered by the Pension Board it becomes of record and as such cannot be returned to her. I would suggest that she furnish the affidavits of two or three parties of the fact that they have known her since 1882, the time she went to Marion County, and know that she and her husband lived together as man and wife and were commonly known as such and were living together at the time of his death. This will be filed in lieu of the marriage certificate. If these affidavits cannot be submitted then the marriage certificate should be returned for proof of her marriage and she may refer to it at any time, but it would be a record of the Pension Department.
