He enjoyed a high position in the bar of Orlando, and his name was known all over the state as one of the ablest leaders of the republican party in Florida. He was born at Milwaukee, Wisconsin, January 6, 1859, son of JOSEPH YOUNG and JULIETTE (McNAB) CHENEY. He was liberally educated, attending some of the best schools of New England. He graduated from New Hampton Literary Institute in New Hampshire in 1881, and in 1885 received the L.L B. degree from Boston University. He was admitted in 1885 by the Massachusetts Supreme Court, soon afterward came to Florida, and in 1886 established his law office at Orlando. He practiced law there and looked after the varied interests of an important man of affairs until his death on June 2, 1922. Judge CHENEY was supervisor of the United States census for the Second District of Florida in 1900, and in that year and again in 1904 was republican candidate for Congress to represent the Second District. In 1906 he was appointed United States attorney for the Southern District of Florida, and held that office until August, 1912, when he was appointed United States district judge for the same district. Under the appointment he performed the duties of the bench until March 4, 1913, when with the advent of the democratic administration the Senate refused to confirm him and four other republicans appointed to district judgeships. Judge CHENEY was republican candidate for governor in 1908, and in 1920, was candidate for the United States Senate. He fully deserved all these many honors from his party, and was admirably qualified for every office in the state. Judge CHENEY did more than practice law at Orlando. He was a constructive citizen in every sense, and he organized and was the principal owner of the Orlando Water and Light Company. He was a Unitarian by faith, was a past master and high priest in the Masonic Order and a member of the Elks. November 23, 1886, he married ELIZABETH ALEXANDER, of Bristol, New Hampshire. She and three children survive him: GLENN A., Mrs. D. R. ELLERBE, of Orlando; DONALD A., manager of the Orlando Water & Light Company; and JOSEPH Y. CHENEY, also associated in the management of the same company.
