D. One Thousand Nine Hundred and twenty-nine, personally appeared before me, a Clerk Circuit Court, in and for the county and State aforesaid, George E. Kelly, who, being duly sworn according to law, declares that he is 79 years of age, having been born on the 17th day of March, 1850, in the county of Darlington, in the State of South Carolina. That he is a bona fide citizen of the county of Union, State of Florida. That he has resided in the State of Florida continuously since the 20th day of December, 1856. That he is the identical person who enlisted at Mail Carrier, under the name of George E. Kelly, on the ____ day of January, 1864 at Starke, Florida, carrying the mail from Starke, Florida to Melrose, Fla. and continuously carried the mail from January 1864 to April 1865, in the service of the Confederate States and who was HONORABLY DISCHARGED at Waldo, Florida, in the State of Florida, on the ____ day of April, 1865, on account of the surrender of General Lee. That I served faithfully until HONORABLY DISCHARGED from the service of the Confederate States in the year 1865, and did not desert the service of the ____ nor take the oath of allegiance to the United States until after the surrender of the Confederate Armies. (Here state whereabouts at close of Civil War.) That I was at Melrose, Clay County, Florida. Says did not really belong to the Army. Not a member of any company or regiment. That I have not heretofore applied for a pension from the State of Florida and refer to Claim No. ____ for the proof contained therein. (Here state any disabilities, physical or mental.) Kelly, for a period from January 1864, to April 1865, that I lived continuously on this route during the time from January 1864 to April 1865, that our household was served with mail carried by the said George E. Kelly, that he served faithfully in the said capacity as Mail Carrier until he was honorably discharged on account of General Lee's surrender. Her X mark: Adeline Smith Witnesses: Thedo Rosier J. A. E. Kelly Raiford, Florida Dear Sir: I am very sorry indeed to advise you that your pension claim was denied by the Pension Board on account of the fact that you were not a regularly enlisted solider during the war as required by law. Mail carriers would not come within the law unless they were regularly enlisted soldiers, and that fact established by competent soldiers serving with the applicant. David Sholtz, Governor Tallahassee, Florida My dear Governor: Enclosed you will please find two copies of affidavits for pension, also claim for pension. I am 83 years old, and disabled and have no means of support, other than what my relatives give me. Therefore, I would greatly appreciate your meeting the Pension Board in my behalf and trying to get me a small pension. I was not assigned to any regiment or company during the conflict, but I was detailed by the Confederate Army and General Lee to carry the mails [sic] from Starke, Florida to Melrose, Florida. I was at Melrose, Florida at the time the war ceased.
