A Native of Atkinson Co., he was born, July 22, 1938, son of John Laster and Rosa Moore Rowe. He was a retired police office and had worked with the City of Willacoochee and Pearson. He was a member of the Peace Officers Association of Georgia. He was preceded in death by his wife, Kathleen Rowland Rowe, and a son, Randy Rowe. Survivors include one daughter, Carmen Lott and husband, Buddy of Willacoochee; three grandchildren, Tonya Hurley and husband, Chris, Chad Lott and wife, Theresa, Michael Rowe all of Willacoochee; two brothers, David Rowe, and wife, Marie of Willacoochee; Gene Rowe and wife, Susie, of Byron; five sisters, Annie Paulk and husband, Gary, Joyce Hunkapillar and husband, Kenneth, Betty Joiner and husband, Leroy all of Willacoochee, Linda Fussell and husband, Travis of Fitzgerald, Vivian Crosby and husband, Larry, of Nashville; one special brother-in-law, James Rowland of Willacoochee, five great-grandchildren, Caleb Hurley, CaLyn Hurley, Joelie Hurley, Laney Lott, Jayden Lott, several nieces and nephew. Funeral services were held at 2 p.m. October 21 at Willacoochee Holiness Baptist Church with Rev. David Allegood and Sis. Bernice Phillips Day officiating. A special poem, "A Tribute to My Daddy," and two other poems, written by Mr. Billy Rowe, "To the Ones I Love" and "To my Kids" were all read by Deidre Floyd. Special musical selections included, "Daddy's Hands," and "Chiseled in Stone," and "He Stopped Loving Her Today," rendered by soloist, Jason Hunkapillar. Interment followed in Willacoochee City Cemetery. Active pallbearers were John Rowe, Keith Joiner, Russell Joiner, Kevin Crosby, Glenn Rowland, Mike Paulk, Randell Paulk, Joel Fussell, Wayne Paulk. Honorary pallbearers were Willie Carver, Earl Barlow, Thomas Jefferson, Paul Tindall and Olen Horton. Relihan Funeral Home of Pearson was in charge of arrangements.
