Hammond, of Atlanta, represents the Fifth Congressional District of Georgia in the National Congress. He was born in Elbert County, in that State, December 26, 1833, and was educated at the University of Georgia, graduating at that institution in 1852. Upon the completion of his classical course he began the study of law, was admitted to the Bar, and has continued in legal practice since 1853. From 1861 to 1865 he was Solicitor-General of the Supreme Court of that State, and from 1872 to 1877 was Attorney-General. He was a member of the State Constitutional Conventions of 1865 and 1877. Mr. Hammond was elected to the Forty-sixth Congress and re-elected to the Forth-seventh Congess, as a Democrat, by a vote of 11,947, against 7,133 for his Republican opponent. Ref: Headley, P.
