Whipple. HE STATES HIS POSITION IN REGARD TO THE ESTABLISHMENT OF A CITY COURT To the voters of Pulaski County: Having been asked what my intentions are as to the following matter, I desire to state that I have no intentions, if elected to the legislature, to establish a Constitution of City Court, without regard to the wishes of the people. The grand jury, in February abolished the county court and established 4he “City Court of Pulaski County” as laid down in the Code. This court has four sessions a year, in March, June, September December. One accused of crime in this court cannot be tried at any other time without his consent, and he still has the right to give bond and demand indictment by the jury as was the case in the county court. It would be one year, if I were elected, before 1 could assume the office; and by that time from first hand information, it can be known what the court is. The proof of the pudding is the eating of it, and the present court should stand or fall on its own merits. If a trial of it shows that it is better than the old court, keep it; if bad it should be abolished. I believe that any court, however established should preserve the right of the accused to demand indictment by tin grand jury. If elected representative, I will at all times strive to represent the people in their best interests, subjecting my private opinions to the will of the majority. This is what I understand to be representative democratic government. I have no intention of imposing on the county what it does not want or serving personal ends. Thanking my friends for their assurances of support, I am, Very truly, L. A.
