Skinner's civil war pension file: September 1901 Application for Civil War Pension of F.M. Skinner, Carroll County, George; served in Co. I 2nd GA State Troops Questions (and answers) for Applicant: F. M. Skinner of said county, desiring to avail himself of the pension act hereby submits his proofs and after being duly sworn makes true answers to the following questions, deposes and answers as follows: 1. What is your name and where do you reside: F.M. Skinner, in Carroll Co., GA; P.O. Corbitt, GA. 2. How long and since when have you been a resident of this state: Resided in GA all my life. 3. When and where were you born? 1825 Dec 10th in Jackson Co. GA. 4. When and where and in what company and regiment did you enlist or serve: Enlisted 1862 in State Troops for 6 months, served 6 months and then reenlisted in Co. I 2nd Reg't GA State Line Troops. 5. How long did you remain in said company and regiment: I was a member of Co. I 2nd GA State Line Troops until the surrender. 6. When and where was your company and regiment surrendered and discharged: 1865 April, partly at Columbus and partly at Macon, GA or near there. 7. Were you present with your company and regiment when it surrendered: No 8. If not present, state specifically and clearly where you were, when you left your command, for what cause and by whose authority: I was in Carroll Co., GA, sent from Ft. Valley on 15 days detail after soldiers absent, and while in said county was captured at Bowdon, GA and paroled by Yankees authority. 9. How much can you earn per annum by your own exertion or labor: Hardly anything. 10. What has been your occupation since 1865: Farming. 11. Upon which of the following grounds do you base your application for pension; viz; age and poverty, infirmity and poverty or blindness and poverty: Infirmity and poverty. 12. If upon the first or second ground, state how long in this condition and that you could not earn your support: Been unable to earn a support about three years. 13. What property, real estate or income do you posess and it's gross value: None except a little household goods, value $25. 14 What property, real or personal did you possess in 1894, 1895, 1896, 1897, 1898 and 1899 and what disposition if any by sale or gift have you made of same: Up to 1900 I was in possession of 50 acres and of a little stock, all under mortgage and I was paid out for supplies to live on. 15. In what County did you reside during those years and what property did you then return for taxation: Carroll County, returned above valued property. 16. How were you supported during the years 1898 and 1899: By supplies obtained by mortgages on what little property I had. 17. How much did your support cost for each of those years and what portion did you contribute thereto by your own labor and income: About $75; contributed nearly nothing. 18. What was your employment during 1898 and 1899 and what pay did you receive in each year: Trying to farm, very little pay. 19. Have you a family, if so, who composes such family; give their means of support; have they a homestead: Yes, myself and wife and three children; have no means of support except their own labor, have no homestead. 20. Are you receiving a pension, if so, what amount and for what disability: Receiving no pension. 21. Have you ever made an application for pension before: No. F. M. September 9, 1901 Questions for Witness in support of pension application of F. M. Skinner State of Georgia, County of Carroll J.E.J. Lee, of said state and county, having been presented as a witness in support of the application of F.M. Skinner for pension, after being duly sworn, makes true answers to the following questions, deposes and answers as follows: 1. What is your name and where do you reside: J.E.J. Lee, reside in Carroll County, GA. 2. Are you acquainted with F. M. Skinner the applicant; if so, how long have you known him: Yes, known him ever since 1863. 3. Where does he reside, and how long and since when has he been a resident of this state: In Carroll County, GA.; resided in GA to my knowledge ever since 1863. 4. When, where and in what company and regiment did he enlist and how do you know: In Fall of 1862 in Carroll Co., GA.; Comp. I 2nd GA State Line Troops. 5. Were you a member of the same company and regiment: I was. 6. How long did he perform regular military duty: From enlistment to battle of Jonesboro in Aug 1864 where I was captured and sent to prison. 7. When and where was his company surrendered: I don't know as I was in prison at the time of the surrender. 8. Were you present when it surrendered: I was not. 9. Was applicant present: I don't know, I was in prison. 10. If he was not present, where was he: I don't know 11. What property, effects or income has the applicant: None except a little household goods. I live in 1 1/2 miles of him. 12. What property, effects or income did the applicant possess in 1896, 1897. 1898, 1899 and what disposition, if any, did he make of same: Up to 1899 or 1900 he had a little piece of land and some little stock all of which went to pay his debts. 13. Has he conveyed away any of his property in the last four years, if so, what was it and to whom: Conveyed only what went on his debts. 14. What is the applicant's occupation and his physical condition: Farmer. His physical condition is bad. 15. Is the applicant unable to support himself by labor of any sort, if so, why: He is. On account of age and infirmity. 16. How was he supported during the years 1898 and 1899: By the aid of his family and by supplies rec'd from mortgages on his little property. 17. What portion of his support for these two years was derived from his own labor or income: None from labor, partly from mortgages mentioned. J.E.J. Lee, Witness. Sworn to and subscribed before S.J. Brown, Ordinary, Carroll County, State of Georgia this 9th day of Sept 1901. State of Georgia, County of Carroll September 11, 1911 W. N. Lowrey of said county and state having been presented as a witness in support of the application for pension of F. M. Skinner, who after being duly sworn says: That he has been acquainted with F.M. Skinner since 1863, that he knew him from his enlistment in the military to the surrender; that he was in the same company and regiment, Co. I 2nd GA Reg't State Line Troops. Sworn to before S.J. Brown, Ordinary, Carroll County, GA on Sept 11, 1901. W.N. Lowrey Sept 9, 1901 State of Georgia, County of Carroll B.F. Brown of said county and state having been presented as a witness in support of the application for pension of F.M. Skinner, who after being duly sworn says: That he resides in Carroll County, GA; has known applicant ever since 1863. That he, B.F. Brown was in the same company and regiment as F.M. Skinner while stationed at Camp Rough above Atlanta until the surrender in 1865. He further says that the company was in the Battles at Columbus GA in 1865 about the time of the surrender, some surrendered in Columbus and some in Macon GA. That he, B.F. Brown was sick on furlough in Carroll County, GA; that the applicant was not with the command at the surrender, he was at home on detailed service in Carroll County, GA and was captured by a raid of Yankees, Wilson's Raid, in April 1865, and paroled by them. Witness knows the above facts because he was captured at the same raid and paroled at the same time by the Yankees. B. F. Brown Sept 9, 1901 Affadavit of Physician State of Georgia, Carroll County Personally appeared, W.W. Fitts and W.L. Fitts, both known as reputable physicians of said County, who after being sworn on oath say that they have examined F.M. Skinner and say that his precise physical condition is as follows: Gun shot wound in right foot which interferes with walking; frequent fevers and attacks of Lumbago. He is quite feeble caused from old age. W.W. Fitts, M.D.; W.L. Fitts, M.D. Jan'y 13, 1902 State of Georgia, Carroll County For Applicants Heretofore Allowed Pensions Personally appeared, F.M. Skinner of Carroll County, State of Georgia who being duly sworn says on oath that he is a citizen and resident of said county and state; that he is 76 years old and by occupation a Farmer; that his present physical condition is as follows: Suffering with Rheumatism and severe pains, old age and general debility rendering him unable to earn a support by labor. That his property consists of the following items: No property except household and kitchen furniture, the value of which is $25; that he has heretofore been a resident of Carroll County. F. M. Skinner Sept 1, 1919 State of Georgia, County of Carroll WIdow's Application for Pension under the Amended Act of 1919 Mrs. Mary A. Skinner, Carroll County, Georgia, widow of Frank M. Skinner who served in Co. I 2nd GA State Line; Widow's Affadavit Personally appeared, Mrs. Mary A. Skinner of said County and State, who after being duly sworn, says: That she is the widow of Frank M. Skinner, to whom, in the County of Carroll, State of Georgia, she was married on the 3rd day of January 1875 and that she remained his wife and resided with him to the date of his death on May 22, 1904 and that she has not since his death remarried. That at the time of his death he was on the Indigent Pension Rolls, a resident of Carroll County in said state of Georgia, and paid a pension of $60. per annum. That she is now a resident of Carroll County and that she has so continously resided since the 3rd day of January 1904. Mrs. Mary A. Skinner Affadavit of Witness to Prove Marriage and to Whom and Date of Death of Said Soldier; State of Georgia, County of Carroll September 2, 1919 Personally appeared, W. W. Skinner, known to be a responsible and truthful person, residing in said county who after being duly sworn says, that by his own personal knowledge, Mrs. Mary Ann Skinner who made the foregoing affadavit, is the lawful widow of Frank M. Skinner who died in Carroll County in the State of Georgia on the 12 day of May 1904 and that she has not since remarried. That she became the wife of Frank M. Skinner on the 3rd day of January 1875 and that she and he had resided together as man and wife continuously since 3rd day of Jan. 1875, and that the said Frank M. Skinner was the same man who was on the pension roll from Carroll County when he died. W.W.
