It was raised by the governor of Georgia, Joseph Brown, on the framework of the already established railroad bridge guard. Governor Brown realized a need for the railroad guard after Andrews Raid on the Western and Atlantic Railroad. Andrews raid resulted in what is known as "The Great Locomotive Chase". The Georgia State Line served as a full time army unit. It was not unlike the Provisional Army of the Confederacy in that respect. However, the State Line was under the direct command of Governor Joseph Brown. Soldiers in the Georgia State Line served mostly within the state of Georgia. They were garrisoned at Savannah, guarded Georgia's Railroads, and joined the Army of Tennessee to fight the battles in Northern Georgia. Although they were ridiculed by other soldiers in the Confederate army, the sacrifices made by the men of the Georgia State Line were no less than those of other military units.
