All rights reserved. http://www.usgwarchives.net/copyright.htm http://www.usgwarchives.net/ga/gafiles.htm ************************************************ File contributed for use in USGenWeb Archives by: Meredith Clapper http://www.genrecords.net/emailregistry/vols/00012.html#0002801 June 1, 2019, 8:24 pm The Cherokee Advance 22 Jan 1886 P 2 January 22, 1886 Cherokee Counties Insane The last General Assembly amended the act regarding lunatics at the State Asylum, and the law now requires the Superintendent of the asylum to return to the county authorities of the respective counties of the State, from which they were sent to the asylum, after 30 days notice, "all patients in said asylum whose condition is such, that no probability exist of his or her restoration to full reason and sanity by medical ministrations thereto and who at the same time is regarded harmless and inoffensive in spirit, and whose remission to social life, would reasonably involve no danger to the life of those with whom he or she would be associated." In accordance with the above requirement Dr. T. O. Powell, Superintendent, notified O. W. Putnam, Ordinary, on Jan. 4th, that at the expiration of 30 days he would return to this county, Mr. S. G. Benson, Miss Harriet Gaddis and Miss Mary Payne who were then confined in the asylum and classed as harmless and incurable. . . . . .S. G. Benson is about 50 years old and was sent from this county about 1860. He is a brother to Newt Benson and has other relatives near Woodstock who are able to care for him, and most likely will do so. Miss Harriett Gaddis is about 47 years old and was sent from this county about 1858. She is a sister of Obadiah Gaddis, of Little River district, who is able to care for her and we suppose will do so. Miss Marry Payne is about 65 years old and was sent from this county in 1883. She has been returned and is now being cared for by her brother, S.K. Payne, Esq. Those who shall hereafter be returned to the county as harmless and incurable, and who have no friends nor relatives who will take them, will be turned over "to the county authorities, whose duty it is made by law to provide for the paupers of the county from which he or she was sent." We do not like this law and think it will work a hardship and an expense greater on the several counties than if the patients had been kept at the State asylum and the counties taxed as heretofore for its maintainance (sic), but be that as it may it is the duty of the county to see to it hereafter that those who may be returned as incurable are provided with suitable nurses and as their comfort shall require, unless their relatives or friends see fit to take them.
